1、很多问题具有突发性和紧迫性，依靠国家自身力量很难得到及时高效地解决。比如地震、海啸、森林大火等自然灾害，一旦发生需立马救援，但是本国医疗、食品、科技、人手等资源有限，需寻求国际援助。
