10. Governments should offer a free university education to any student who has been admitted to a university but who cannot afford the tuition. 

话题难度不大,和同学们的生活距离较近。

写作思路示范

首先,大学教育是实现社会流动性的关键元素。中小学教育只是保证了人们有着基本的生存能力,而大学教育才是让很多人才找到自身优势和定位的关键阶段。好的大学教育让很多出身下层的孩子能够有机会改变自己的命运。
其次,让有天赋的孩子能够免费获得大学教育其实是教育发展的最终理想。学校可以最大化地向国家输送人才,避免浪费。
然而,国家的资源毕竟是有限的,一件事情值得做不等于要用出大量资源去做,因为除了大学教育外,初等教育、医疗、交通、环境、科技等各个方面都需要国家的资金。并不是每个政府都有能力保证每一个合格的孩子都能得到免费的大学教育,也更不是每个政府都必须要实现这一点。
让有天赋的孩子有机会接受高等教育是非常有价值的,但这并不意味着必须要为他们提供免费的教育。
相反,国家可以采用奖学金的方式激励学生努力学习;或者国家可以提供助学贷款,帮助孩子完成学业。免费的午餐容易让人懈怠,而通过努力换取报酬才是让人一直前进的方式。
这个话题的反驳思路非常模式化。
我们一般反驳一个建议无非是以下这么一些角度↓

1. 建议不可行;

2. 建议并不能带来所声称的好处;

3. 建议所要达到的好处价值不大;

4. 副作用;

5. 替代方案。

这道题目的反驳思路其实用的就是这里面的1和5。

    For every student qualified for the college educate, the government has an obligation to provide them with the opportunity. It is essential both for the long-term development of the society, and of course for the student him/herself. However, the measure to achieve this laudable goal is worth more pondering.

    Social mobility provides the impetus for a progressing society, and it is also one of the ends for a healthy society as well. Equality requires that everyone, whether born out of abundance or poverty, receive equal opportunity to fulfill their lifegoal. Even though absolute equality probably can never be fully obtained, it is well established that educational equality is goal that each society should fight for. A static society itself is in a dangerous position. Power is distributed according to family status and wealth instead of virtue and ability. Eventually, those in leadership will consist of unqualified individuals, whose decisions will negatively affect the survival and flourish of a nation. The United States during and after the World War II serves as a perfect illustration. It used to be an ideal place where individuals are rewarded by effort and ability with no regard of their ancestry and race. It attracted talents from all over the world, and they all have a shot to fulfill their American dreams. As such, the country grew and quickly established dominance in the world’s political landscape. Education equality serves a similar role. It gives people of different background equal resources, and helps select those most qualified for building a nation in the future.

    It needs little mentioning that a free university education for poor students does so much for the students themselves. Primary and secondary education give people basic survival skills, such as language and math; college education allow people to fully explore their individuality. By meeting with the best minds in a country, students get to be inspired and enlightened. Sitting in the lectures of a Nobel Prize winner, young minds are stimulated to shooting for the stars. Yes, without college education, these children might still be able to survive, but they would never reach the height in life that they might have otherwise reached.

    In a nutshell, it is imperative that each qualified student receive their deserved opportunities in the college. However, with all of these being said, we still face the reality. The government will always have to balance its resources among different needs, things like economy, environmental protection, transportation, and of course education. Even within the realm of education, the government still has to decide how much is to be used to support primary and secondary education, how much is to be put into further education and research. It is very unlikely that, other than the wealthiest nations in the world, a nation can financially fully guarantee the needs of each individual college applicant.

    Fortunately, there are solutions. Scholarship and low-interest student loans at this moment are ways to fill this gap. As a matter of fact, these approaches are in an important sense superior to simply giving students free education. Free meal is often taken for granted. If everyone knows however hard they work, they will receive the money, chances are they will lose motivations. In contrast, scholarship awards students according to excellence, pushing them to giving their best in academic endeavor. Student loans also encourages students to perfect themselves into beings with actual social value. Thus, I think these approaches at least from a practical point of view offer a promising solution to the problem I have raised.

    To sum up, I am in full support that no qualified student should be taken out of school just because he/she is financially struggling. But there are better alternatives for solving this problem than simply offering them free education.
